MTSS report shows gains for Tier 3 students; board hears staffing and SIPPS delivery concerns

Dr. Diane Janka presented the district's Multi-Tiered System of Supports (MTSS/RTI) to the board on Oct. 14, reviewing student counts and intervention outcomes for 2024-25.
Janka said the district had 488 K-8 students last year. Students identified for Tier 3 interventions (below the 10th percentile locally/nationally, excluding students with IEPs or ELL-only services) included 34 in Reading (7%) and 28 in Math (5.75%). She said Tier 3 students received small-group instruction three times weekly using SIPPS for reading and Number Worlds for math and that end-of-year progress data showed 50% to 100% of Tier 3 students across grade levels demonstrated measurable improvement in both subjects.
Board member Kelly Will, speaking from her experience as a teacher, questioned whether students were receiving the required 40 minutes per day of SIPPS instruction. The minutes record a discussion about increasing supports, including class-size adjustments and hiring another interventionist; Dr. Fitzgerald noted budgetary constraints were a limiting factor.
"For the 2024-2025 school year, Komarek had 488 students (K-8) enrolled," the minutes quote Dr. Janka. The board discussed next steps for increasing interventions and monitoring implementation fidelity to ensure students receive recommended intervention dosages.
