The Prospect Heights School District 23 Board of Education voted March 12 to approve "Scenario F" for the Eisenhower Early Learning expansion project, a package that includes the base bid and add alternates 2A, 4B, 5, 6, 7 and 10.
Administration and the district's construction partners from Nicholas and Associates and ARCON reported that bidders met requirements and that the low bidders for the work were identified after a Feb. 27 bid opening. Superintendent Don Angelaccio and the administration presented two funding scenarios to the Board; Dr. Spencer Long moved to approve Scenario F and Mrs. Tracey Morrissey seconded the motion. "Motion to approve Scenario F as presented," the minutes record. The motion passed 5–2; Board members Carol Botwinski and Mari‑Lynn Peters voted Nay while the other five members voted yea.
Board members said they reviewed the scenarios during Finance Committee discussion and considered tradeoffs between scope and cost. The administration and finance committee emphasized the bid vetting process and the goal of advancing the project this summer under a plan vetted by architects and district consultants.
The board packet and subsequent discussion identified the Eisenhower work as central to the district's Summer 2026 capital program and tied it to previously authorized debt certificate funding. No contract documents were read into the record at the March 12 meeting; the Board's approval authorizes moving forward with the selected bid package and with the next procurement and contract steps required to execute the work.
The district will return to the Board with contractor contracts and implementation timelines as the project transitions from procurement into construction.
