Council rejects electricity RFP, approves wastewater repairs from bond proceeds and awards employee-benefit contracts after executive session

Staff recommended rejecting all proposals received in response to RFP 26-411-05-14 for municipal aggregated electrical supply because two submissions were nonresponsive; council voted unanimously to reject and resolicit the RFP to encourage broader competition. "To promote greater competition and ensure the best overall value of the city, staff recommends rejecting all proposals and resoliciting the RFP," staff said.
The council also approved using approximately $1.2 million remaining from 2021 certificate of obligation bond proceeds to pay for emergency wastewater treatment plant repairs and authorized any necessary budget amendments. Later in the meeting staff presented results and recommendations from RFP 26-506-0720 for employee benefit plans; council recessed to executive session and, upon reconvening, authorized awards for the recommended vendors and approved moving forward with a grant agreement between the City of Mission and Black & Decker as discussed in executive session.
