Final reading passes for small‑business incentive ordinance after Erie business owner seeks retroactive help

Planning staff (David Eisen Brown) told the board there were no changes between second and final reading and recommended approval.
During the public‑hearing portion of the final reading, Joshua Trebathan, owner of Go Airheads in Erie, said his business had incurred substantial costs to comply with county permits and asked if the incentive could be backdated to cover past projects. Trebathan said he employs five full‑time staff and several part‑time workers and that earlier iterations of the program had run out of funding before he could apply. The board and staff explained the program had been sunset for about a year and encouraged Trebathan to work with planning staff and Upstate Colorado on possible alternatives; the ordinance was approved by voice vote.
