Presenter (speaker 1) said public commenters asked for stronger protections around fuel storage, generators and backup batteries; he restored language from earlier drafts and included spill‑prevention control and countermeasure plan references and an IDEM check for hazardous disposal. "This was language I had before in an earlier version, so I went ahead and added it back," he said.
On electromagnetic interference, the draft includes explicit language to prohibit facilities from causing harmful interference to lawful radio communications on adjoining properties, and specifies measurement across FM, TV and private CV radio bands. The work group also tightened requirements for generator enclosures, emergency operations coordination and third‑party reviews for construction management and decommissioning plans.
