Judge Owenshauser asks for additional court reporter as civil caseload nears 2,000 filings

Judge Marcia Owenshauser told the council the Scott Superior Court's caseload and staff needs justify hiring another court reporter, presenting data showing nearly 2,000 new civil filings in 2025.
"In 2025, new filings of civil cases in my court, I had 1,963 new cases," Judge Owenshauser said, and added that three court reporters must handle new and legacy cases, courtroom coverage and post-hearing work. She asked the council to consider adding a 0.25 court-reporter line and to restore modest increases in office-supplies and law-books funding.
The judge proposed a total 2026 budget for the Scott Superior Court of $275,005.25 and said she would provide the council with a line-by-line balances printout to reconcile apparent discrepancies between court records and county budgeting software.
