EMA asks for deputy pay bump and keeps director role part-time for now

Scott County Emergency Management Agency staff asked the council to increase a deputy position from roughly $18.30 an hour to the advertised $22.41 an hour as part of the agency's proposed 2026 budget.
"I am suggesting, if possible, when we consider salaries, if he's at the level of a floor dispatcher," the EMA director said, noting the proposed $22.41 rate. Chair pro tempore and other council members said the budgets include a 10% placeholder for salaries that will be refined after revenue projections are reviewed.
The EMA director said the director role is not intended to move to full time immediately and that she would apply should that change be desired by decision makers. Committee members asked staff to await Baker Tilly's revenue estimate before finalizing salary lines, and emphasized the 10% figure is a ceiling that can be reduced if needed.
