Christian Bishop, who addressed attendees after the vote, said, "As stated, my name is Christian Bishop. Welcome to the special town meeting." The moderator reviewed shortened rules from the moderator's manual and explained the sequence: presentation of the article, opportunity for questions and comments, and then a vote.
