The Arcadia Unified board unanimously approved a request to submit a J13A waiver seeking allowance of attendance for three days the district closed in January due to windstorm- and fire-related conditions.
District staff explained the J13A process: the board's approval sends the waiver to the county for review before it is forwarded to the state. Staff said the governor's state-of-emergency declaration simplified the process but the district is still following the required county and state approvals and must certify it has an independent study plan. "The state allows us to submit this waiver request so that we can be held harmless for any potential loss in attendance revenue and also, to avoid any penalties related to not meeting the minimum instructional days or time requirements for the year," a staff presenter said.
Board members discussed the estimated revenue impact if the days were not waived; one comment cited an estimate of about $600,000 per day. The board moved to approve the J13A form and the related independent study certification; the motion carried 5–0.
