The Sandusky Code Compliance Board voted to reduce a second administrative penalty from $500 to $300 for violations at 308 West Parish Street after a lengthy presentation and testimony about health and communication issues.
Inspector Ron Snyder outlined a multi-year series of inspections and extensions going back to 2023, saying staff repeatedly found missing gutters, flaking paint on fascia boards and siding issues on an unattached garage. Snyder told the board that the second administrative penalty was issued on May 21, 2026, after no progress was observed and an appeal followed on May 28, 2026.
The appellant, Steve Warfield, said he lives at the property and described severe medical problems — including chemotherapy and a fused leg from a triple fracture — that impaired his ability to complete repairs; he also told the board he paid a contractor who did roof work but never returned to install gutters. Warfield alleged past mistreatment by a code officer and said he had filed a formal complaint, which staff said was investigated and found unfounded.
After questioning about the number of extensions and whether the owner had sought a final inspection, the chair moved to charge $300 rather than $500. The motion passed by roll call (Miss Gamblin yes; Miss Johnson yes; Mister Sherrath yes; Miss Bonson no). Staff advised the owner that the $300 may be paid in installments and to coordinate payment with code enforcement.
Board members noted remaining work the inspector identified — paint on the north fascia of the garage and portions of the siding — and told the appellant and property owner to arrange a final inspection once the work is complete.
