Michael Johnson told the board he had not received all mailed notifications and said contractors were less available in winter; he acknowledged the property is a rental and that gutters were installed after contact with code enforcement. The board considered—and declined—a motion to waive the penalty. A separate motion to deny the appeal passed on a roll call.
The board recorded its vote and the denial closes this appeal; the $100 administrative penalty remains in effect and the appellant was told to coordinate payment or payment arrangements with the code office.
