District staff outline preliminary budget assumptions for 2025–26, project $3.2M deficit reduction

Arcadia Unified’s finance lead presented the district’s preliminary budget guidelines and assumptions for 2025–26 and the subsequent two out years, highlighting revenue and expense drivers administrators will use to build the adopted budget.
Key figures presented included a current CBEDS enrollment of 9,072 and an anticipated starting enrollment of 9,023 for next year (a decline of about 49 students, roughly 0.5%); LCFF COLA assumptions of 2.43% for the budget year and 3.5% for the following out year; a parcel tax forecast held flat at $4,500,000; and a Career and Technical Education incentive grant that dropped from just over $500,000 last year to $453,000 this year. Staff also noted projected increases in employer retirement costs (PERS projected to 27.4%) and a planned district deficit-reduction target of $3,200,000 to be incorporated into next year’s adopted budget.
Board members asked clarifying questions about the interaction of enrollment funding rules (hold-harmless/prior-year/3-year average options) and the revenue-change percentages shown on summary slides. Staff said they will return with updates after the Governor’s May revision and as May’s budget information becomes available.
