She also noted that Section 25 allows districts to claim pro‑rated FTE for students who transfer after the fall count. Crossman said the district has continued to lose students this fall to in‑state transfers, out‑of‑state moves and homeschooling and that the certified numbers are subject to the formal fall certification process.
