Kim Elder, Marshall County Emergency Management Coordinator, thanked the board and said the goal is to clarify emergency-management roles for residents: "It's not like fire and police and EMS where they see you every day, so explaining what we do and what the role of the community is in that." Elder urged residents and organizations to engage with preparedness initiatives during the month.
The board offered its appreciation for the coordinator's office and volunteers; no motion was required for the proclamation. The action was presented as an awareness and outreach measure rather than a policy change.
