Downey dental office operator tells council a nearby smoke shop is creating safety and sanitation problems

Livia Coda, who said she has worked in Downey for 30 years and occupies a dental office at 8847 Imperial, told the council the business plaza next to her office has become a site of persistent nuisance and criminal activity since a smoke shop opened three years ago. She described repeated calls to police and code enforcement, and said staff from police and code enforcement "finally... responded" after many calls. "We have constant groups of 10 to 15 people in front of our office, drinking, smoking, doing drugs, naked, pooping in front of our office, urinating," Coda said.
Mayor said the council would not tolerate businesses being "held hostage by criminal activity" and directed staff follow-up; City Manager Bradley asked the homeless solutions manager and code enforcement to reach out to Ms. Coda to provide assistance and enforcement options. The mayor and police staff noted they'll coordinate enforcement and outreach for that plaza and nearby properties.
