Council adopts Downey lighting and landscaping assessment for FY 26–27

He described revenue offsets totaling $3,276,637 (including property tax and miscellaneous revenue) and said the proposed assessment levy would be $2,246,709, with no rate increases proposed for FY 26–27. "The total estimated expenditures of $4,043,842 within the district in FY 26‑27 were determined through the annual budget process," Norris said.
The council opened the public hearing, found no speakers in person or remotely on this item and then moved to adopt the confirming resolution; the clerk recorded the motion as approved unanimously. Staff said assessments will be submitted to the Los Angeles County Auditor‑Controller to appear on property tax bills for each parcel in the district.
