Council hears SPARC encroachment request for three bridges; staff recommends approval with conditions

Town engineering staff presented a public hearing on July 28 seeking council input on an encroachment agreement request for three accessory bridges at the SPARC (Spark Infrastructure) campus. Mark Spagnoli, director of engineering, summarized the technical review, planning-board recommendation and requirements under UDO section 2.5.25. He said the bridges (two conveyor bridges and one pedestrian link) will overtop public rights-of-way (Sparkview Drive and Stevens Park Drive) and that staff recommends approval subject to conditions including recorded agreements, perpetual maintenance responsibilities, liability insurance and annual professional-engineer inspections.
Applicant counsel Matthew Carpenter (Parker Poe) and the project team said the bridges will serve permitted light-manufacturing operations, that the design will match building architecture and that hazardous materials will not be conveyed over public streets. Spagnoli emphasized safety standards and said the minimum required bridge clearance is 16 feet to accommodate truck traffic. The public hearing closed without speakers; staff said the item is scheduled to return to council for action on Aug. 11.
