The Jackson County Legislature on April 29 introduced an ordinance imposing a 120-day moratorium on the processing of data center and battery energy storage system land‑use applications to allow the county to develop long‑term policy and updated code provisions.
"Implementing a 120 day moratorium on the processing of data center land use applications and battery energy storage system land use applications by Jackson County for the purpose of developing a long term policy and accompanying county code provisions including the direction of regulatory standards and enhanced public notification requirements," the Clerk read to the body. The ordinance was assigned to the Health and Environment Committee for further work.
Legislators said they expect to propose amendments before any final action. The Chair noted several members had amendment opportunities they wanted to pursue and a committee meeting had not yet occurred, so additional hearings and drafting are expected before the moratorium would take formal effect.
The measure, as introduced, would pause county processing of affected land‑use applications while staff and committee members draft regulatory standards and public‑notice procedures. No final vote was recorded on the moratorium during the April 29 session; the item remains in committee for amendment and further review.
