County executive offers $11M ARPA block for infrastructure; auditors and reporting questioned

The county executive proposed allocating $11,000,000 of American Rescue Plan Act (ARPA) funds for infrastructure projects as a starting point to move money into active use. He described the proposal as a kickoff list and invited lawmakers to work with mayors and municipal partners on project descriptors and grant terms.
"I wanna give to the legislature a starting point of of a proposal I have to get 11,000,000 of the ARPA funds out the door that are for, infrastructure," the county executive said, urging quick action to begin completing projects. Legislators asked how municipalities submitted requests, whether funds would be treated as grants and whether recipients would be required to report back.
One legislator noted a prior resolution asking the state auditor to review how ARPA funds were moved under the previous administration and asked whether the auditor had been notified. "Did anybody pass that along to the state auditor?" the legislator asked; the executive replied that the auditor was "wrapping up" a current audit and that an assistant county administrator is preparing a report on where funds may be.
Members requested more descriptive materials for the proposed ARPA allocations and suggested routing the work through the budget chair as a study item to develop specific project language and reporting requirements.
