Committee accepts late-file HUD grant appropriation after staff cites clerical error

The Rules, Confirmations and Public Collections Committee voted to accept the late-file status of a resolution that would appropriate $5,000,000 in federal money from the U.S. Department of Housing and Urban Development to the metropolitan government for a "pathways to removing obstacles to housing" program.

Steve Reiter, who signed up to speak during public comment, objected to the resolution's late filing and urged a stricter written-notice policy. "The public really needs to know ahead of time," Reiter said, adding he opposed routinely introducing late-file resolutions without written explanation. Committee members then heard from a staff speaker who said the Law Department had discovered a clerical error that prevented timely filing. "The law department found that for whatever reason, it had not been filed through their office," the staff member told the committee, and said the housing division needs council appropriation before it can begin drawing down grant funds and attend a scheduled federally funded training.

Chair read into the record a July 17 memorandum from Hannah Zeitlin in the Department of Law explaining the delay. The memo describes planned uses of the grant, including "an affordable housing accelerator program for small and emerging developers, a faith based document initiative, an affordable housing finance program to create permanent supportive and deeply affordable housing, and grant administration." The committee's procedural vote accepted the late-file nature of the resolution so the item can proceed to full council consideration; the committee did not vote on the substantive appropriation itself during this meeting.
