Bergman (speaker 3) walked the board through a proposed code amendment to create a golf-course zoning-use district that would map a new TDR receiving district. He said the change would not alter underlying dimensional regulations but would set parameters for redeeming transfer-of-development rights and requires environmental review under New York town law.
"Anytime you're mapping new TDR receiving districts, you need to do a generic environmental impact statement," Bergman said, and he described a draft scope that focuses on groundwater, sanitation, traffic and aesthetic impacts. He recommended a 21-day written comment period on the draft scope (statute allows up to 60 days), said staff expects to prepare much of the GEIS in-house, and estimated consultant costs at roughly $15,000–$20,000 if outside assistance is required.
