Legislature approves several procurement contracts; administration defends sole-source hiring of Omni Recruiting

These items were assigned to the relevant committees for further consideration.
Separately, the administration asked the legislature to approve retaining Omni Recruiting of Kansas City in a professional services agreement for recruitment of an HR director, a finance director and another departmental position at a cost not to exceed $80,000. County Administrator Stephen Arboe (introduced during discussion) and the executive defended the request as effectively a sole-source exception: "there really is only 1 group that is doing that well for local government and that and that is involved in it," Arboe said, adding that Omni's availability would allow immediate work. Legislators asked whether the choice was competitively bid; administration said they conducted a regional search for specialized recruiters and recommended an exception. The motion to adopt the Omni agreement passed by roll call (6 yes; 3 excused).
