Board president proposes new rules for public comment; changes to begin in September

President Robert Aldrich presented proposed revisions to the "Resident Input" portion of the board agenda and said he would like the changes to begin in September. Under the proposed language, speakers would have up to three minutes and may speak only once; comments would be for the board to listen and not for dialogue or debate. Aldrich said the board would not respond to statements, questions or challenges during public comment and that silence from the board should be considered neutral.
Aldrich also specified that materials distributed to the board should be given to the board president, who would distribute them to members, and reminded speakers that they are responsible for their words and should seek independent legal advice if unsure about legal risks such as privacy or defamation. The proposal was presented during the President's Report; the minutes record it as a plan to take effect in September.
