The St. Charles Community Schools Board of Trustees voted Dec. 12 to amend Bylaw Policy 5209 (Student Use of Cell Phone and Electronic Communication Devices), adopting the documents presented: a proposed Cell Phone Policy, a Medical Exemption Form, a Dual Enrollment Form and draft Cell Phone Violation Write-Ups. The motion, moved by Trustee Mike Goschka and seconded by Trustee James McPhail, was recorded as carried (7-0). The amended bylaw is set to take effect Monday, Jan. 26, 2026.
The minutes specify that the final violation write-ups remain a work in progress; an ad hoc committee of Trustees Jim McPhail, Joe McNaughton and Mike Goschka will work with Superintendent Ronald Stanley to produce a workable document for implementation. The bylaw language as adopted outlines permissible and prohibited uses, enforcement procedures, and exemptions for documented medical or educational needs as approved by administration.
