HB888 will limit residential parking requirements near transit; county will add a 'designated area' tier

Under HB888 the state limits parking requirements within 0.5 mile of public transit: no more than one parking space per single-family dwelling and no more than 0.5 space per multifamily unit in mixed-use development; Fairfax County will add a new 'designated area' tier to its parking framework and expand administrative reduction options outside designated areas.
Staff described HB888 as one of the most impactful bills for the county's zoning ordinance because it changes parking requirements for residential and mixed-use developments within 0.5 mile of public transit stations.
"This applies specifically and only to residential and mixed residential development located within 0.5 mile from mass transit and public transportation stations," Gastro said. He said the statute prevents a locality from requiring more than one parking space per single-family dwelling in designated areas and no more than 0.5 space per multifamily unit in mixed-use residential developments. Gastro also said that, for localities with populations over 20,000 (including Fairfax County), the statute requires an administrative parking reduction of at least 20% for mixed-use development outside designated areas when certain criteria are met.
Staff plans to create a new 'designated area' tier in the county's existing parking framework (the county's 'parking reimagined' tiers) and to update the interactive map to show where the new requirements apply. The draft language will specify where and how the reduced parking minimums apply and will clarify criteria for administrative reductions outside designated areas.
