Board authorizes MOUs for Section 8 and statewide rental vouchers; county to administer through HRDC

Staff asked the board to authorize the president to sign memorandums of understanding (MOUs) with the Maryland Department of Housing and Community Development to continue administration of the Section 8 Housing Choice Voucher program and to begin administering the Statewide Rental Assistance Voucher program. "The Maryland Department of Housing and Community Development has provided a new MOU that begins 07/01/2026 and has an expiration date of 06/30/2029," staff said.
Staff explained HRDC will continue subrecipient administration and that the statewide program will make just 10 vouchers available in Allegheny County while local waiting lists remain large (staff cited a county waiting list figure of 333). Commissioners approved authorizing the president to sign the MOUs and related subrecipient agreements through 06/30/2029.
Why this matters: The MOUs preserve county participation in federal and state rental-assistance programs but deliver a small number of new statewide vouchers relative to local need, staff warned.
