County posts D.R. Horton agreement, says $4M in infrastructure has been invested
Summary
County Administrator Jason Bennett told commissioners D.R. Horton provided a signed land-development agreement based on January approvals; the county has invested about $4 million in infrastructure and the purchase price from Horton will be $200,000, with phased conveyances and public notices before final action.

County Administrator Jason Bennett presented an updated land-development agreement from D.R. Horton and said the developer's regional office sent a signed document built on the board's prior January 15 direction. "They sent us a signed agreement that was based on what you guys had previously approved back on January 15th this year," Bennett said, adding the corporate office still must complete one further approval.
Bennett said the county has already invested roughly $4,000,000 in infrastructure to support the project and that the buyer's total purchase price across tranches would be $200,000. He described changes in Exhibit C and the earnest-money drawdown schedule and said the county posted a red-lined version of the agreement and will publish a three-week newspaper notice; he recommended commissioners consider final action after those notices run, with July 23 named as the earliest possible meeting to take action.
Why this matters: The arrangement uses phased land conveyances to keep county oversight as the developer progresses and relies on local infrastructure investment to encourage affordable pricing, according to Bennett. The board treated the item as a presentation and did not vote on final conveyance at this meeting.
