St. Johns board approves purchase of Tolles Drive site for proposed Early Learning Center

The St. Johns Public Schools Board of Education on Jan. 12 approved the purchase of 106 W. Tolles Drive for development of a proposed Early Learning Center. The motion, made by Secretary Robert Watson and supported by Treasurer Nelson, passed 6–1; Trustee Mansfield cast the lone dissent.
Superintendent Dr. Anthony Berthiaume presented the recommendation, noting the proposal followed Board Finance and Facilities workshops in October and December 2025 that reviewed the district’s financial position, critical facility needs and financing options. Dr. Berthiaume said staff answered board questions during the meeting about the acquisition process and financing pathway.
During public comment, residents raised a range of concerns about the site. Carolyn Smith questioned whether the district had declined available state funding for the project, and Dawn Lawless asked about zoning, licensing, transportation costs and availability of outdoor green space at a prospective early learning facility. Supporters including Ted Halitsky and Duane Witter said pre‑kindergarten is a distinct educational investment that benefits children and the community.
Board members said the decision reflected what they believe is in students’ best interests while acknowledging the need for clearer community communication about scope, cost and implementation. The board’s approval authorizes staff to complete the purchase process; any additional financing or contract steps will return to the board for approval.
