Committee opts to use mean (average) for CapEx scoring after example votes

After running sample items and comparing median and average results, Northborough's financial planning committee agreed to use the mean (average) to aggregate individual member scores for its CapEx prioritization model.
The committee tested the scoring model with example items and entered individual pillar scores to compare aggregation methods. Members discussed the merits of median, mode and mean; some noted the median reduces the influence of outliers, while others said it can undercut an individual's vote on a five- or six-member panel.
Michael Sciacca said he favored using the mean as the fairest representation of each member's input: "I think the mean is the fairest way," he said. The committee agreed to use the mean (average) when the team computes final weighted scores and to present both mean and median in internal analyses if useful for transparency.
