Kathy Collins reviewed eligibility: applicants must be at least 21, an active artist, and either a U.S. citizen or permanent resident. She said applicants must provide proof of Hillsborough County residency since 07/01/2025 with documents such as a driver’s license, property tax receipt, first page of an income tax return, lease agreement, or Florida vehicle registration.
Collins also noted disqualifiers: artists who received Arts Council grants in 2024, 2025 or 2026 are ineligible for this round, and full‑time faculty in arts-related courses or applicants enrolled in an undergraduate or graduate degree program are ineligible.
