Rochelle Park committee receives Colliers proposal for pump station oversight; fee capped at $800,000

The Rochelle Park Township Committee heard a presentation from Jordan Volk of Colliers Engineering and Design on a proposal to provide construction-administration and observation services for the township’s sanitary sewer pump station project.
Volk described the scope as managing preconstruction meetings, reviewing schedules and pay applications, handling RFIs and change orders, and performing inspections as needed. "So our proposal is for the construction administration and observation of the pump station projects, and this would be managing from the time of the preconstruction, meeting with the contractor, all the way through completion of construction," Volk said during the meeting.
Committee members pressed for details about staffing and costs. Volk said the fee proposal for the two-year construction administration engagement is not to exceed $800,000 against an approximately $8,000,000 construction contract and referenced a common 10% rule of thumb for gauging administration costs. The township clerk supplied Colliers’ hourly rate band during the discussion, which ranges from $85 to $425, with most billable hours in the $100–$200 range.
The chair said the proposal was being received tonight as a proposal only and that the contract and full rate details would be presented at a later public meeting before any award. The committee voted to add acceptance of the Colliers proposal to the consent agenda for formal action.
