The Freeland Board approved resolutions governing district banking and electronic transactions at the Jan. 21 meeting. The minutes record a resolution authorizing the Superintendent, Director of Finance, Board Secretary and Board Treasurer to transfer monies among Freeland Community School District accounts at The Huntington National Bank; transfers outside the bank remain restricted to standard approved written procedures. The resolution also directs that checks containing property-tax payments with debt service amounts be initially deposited in the General Operating account, with periodic transfers to the Debt Service account.
The board further approved an ACH resolution authorizing electronic transfers by the treasurer or an Electronic Transfer Officer and outlining internal controls: assignment of responsibility for ACH agreements and oversight, documentation requirements for disbursements, internal accounting controls, and invoice approval before payment. Separately, the board set a $0.75 fee for mailed meeting notices and waived fees for notices sent by e-mail or fax.
