The Eugene Planning Commission voted to recommend that City Council adopt most of Adoption Package 1 code amendments but removed the proposed R‑1 height increase from the package. Staff read an amended motion directing staff to forward attachments A–E with recommended edits and excluding the new R‑1 height provision; the motion passed with five votes in favor and one abstention.
Commissioner Beeson pressed for immediate action on height to increase housing capacity, citing a statewide emergency: "We have the governor has declared we have a housing emergency in Oregon. We've had that for more than a year." Staff and other commissioners said uncertainty around recently released draft state rules (the Oregon Homes program) and the complexity of compounding height bonuses made postponement prudent. The commission set the revised package for the City Council hearing in October and directed staff to prepare the materials and, if desired, a cover letter explaining the recommendation.
