Urbana review board overturns several chief findings, sustains one finding of insufficient evidence on profiling

The Urbana Civilian Police Review Board met in a special session to vote on two appeals and five separate findings carried over from internal chief investigations. For complaint 2026-03, the board voted to not sustain the chief's finding that an officer committed misconduct, dishonesty and violated the complainant's rights; the motion to "not sustain" carried on roll call by votes recorded as Peggy Patton (yes), Renee Nicholson (yes), Jane McClintock (yes) and Tony Allegretti (yes).
The board then considered a separate subpart alleging racial profiling. The panel sustained the chief's determination of insufficient evidence on that point — the roll call recorded Patton and Nicholson voting to sustain, McClintock voting not to sustain, and Allegretti voting to sustain, producing a 3–1 result in favor of the chief's finding of insufficient evidence. Board member Renee Nicholson later explained the dissenting view, saying, "I think I would say where I was, dissenting from the majority, I can understand, where there is insufficient evidence to prove racial profiling because the bar to, be certain that racial profiling is occurring is unreasonably high."
