Langley council continues review of multifamily infill overlay; discussion set to resume May 5

The Langley City Council on April 28 received a staff presentation on proposed changes to Chapter 18.13 of the Langley Municipal Code, the Multifamily Infill Overlay (MFI), as part of the Comprehensive Plan update. Meredith Penny, Director of Community Planning, introduced the item and told the council to "Review and discuss the Draft Changes to Chapter 18.13 the Multifamily Form-Based Code Overlay (MFI) as part of the Comprehensive Plan." The council did not take a final vote and scheduled continued consideration for the May 5, 2025 meeting.

Penny presented a package of materials including a presentation slide set, a public comment summary and numerous draft code attachments (notably Attachment A: LMC 18.13 Multifamily Infill Overlay and related LMC chapters and definitions). The packet also referenced proposed changes to overnight RV parking, unit-lot subdivisions, accessory dwelling unit rules and permit timelines as context for the Comprehensive Plan update. Councilmembers present at the time of the discussion were Rhonda Salerno, Chris Carlson and Craig Cyr; Gail Fleming is recorded as arriving at 5:15 p.m. and Harolyn Bobis was absent. No ordinance or code amendment was adopted at the April 28 meeting; staff will return with the MFI code for further discussion and possible action at the May 5 meeting.
