Gavin Lebowski, speaking on behalf of the applicants, summarized the case: the parcel is about 1.6 acres with roughly an acre of steep slopes, the existing septic was failing and posed a health risk, and health-department testing approved the proposed sand-mound location. "The health department approved the design of a sand mound in that location," Lebowski said, noting the replacement is restricted to existing bedroom count and flow and is registered as a repair/replacement system. Witnesses adopted the proffered testimony and answered board questions confirming the house will remain at three bedrooms.
Board members asked whether the proposed system lies outside the floodplain and whether it is within any riparian buffer; the applicant responded the system sits outside the floodplain and the floodplain is across the street. After asking for public comment (none offered), a supervisor moved to grant the conditional use subject to compliance with submitted exhibits and review letters; the board voted to approve the motion.
