DNR to issue RFI to assess multi-objective optimization for harvest modeling
Summary
Staff will issue a request for information to assess time and cost of building multi-objective spatial models that jointly optimize revenue, resilience and (optionally) carbon, to inform whether that architecture should be used in the East Side EIS.
Staff told the board they are drafting a request for information (RFI) to ask outside experts about developing a multi-objective model architecture that can optimize two or three objectives simultaneously — for example net present value and forest resilience, or net present value, resilience and carbon.
Paula Swadim described the RFI as a tool to learn "how much time it would take and how much it would cost to explore a model that tries to optimize net present value and resilience at the same time." The RFI will ask about spatial and aspatial approaches and the trade-off analysis such models can produce (often shown as a Pareto frontier). Staff said they will summarize RFI responses and present options for board consideration.
Board members and staff discussed the potential advantages of a multi-objective approach, including producing a decision space that shows explicit trade-offs between revenue and resilience rather than iterating single-objective models. Staff cautioned that multi-objective EIS analysis is newer and said the RFI will help evaluate feasibility, timeline and cost prior to committing to that approach.
