Chairlady Littleton’s amendment to House Bill 2,080 would expand Lottery board, end sunset and require broader audit distribution

Chairlady Littleton explained the committee amendment to House Bill 2,080, saying, "And this bill rewrites section 3, not the whole bill." She told members the change revises appointments to the Tennessee Education Lottery Corporation board, increases the total board membership, removes the bill's sunset provision for the Lottery Corporation and adds officials required to receive copies of any audit performed by the comptroller or an independent certified public accountant firm.
The sponsor described the new appointment split as three directors appointed by the governor, three by the speaker of the house and three by the lieutenant governor; she also listed the officials who would receive audit copies, including the governor, lieutenant governor, speaker of the house, chairs of state and local and finance committees, the state treasurer and the comptroller. Representative Miller pressed for details on whether the additional seats would be regionally apportioned; after consulting legal counsel, Matt Mundy cited the bill's language requiring appointments to ensure "diversity of professional experience, geography and demographic representation consistent with the mission of the corporation."
Supporters moved to add amendment 14937 to the bill and the committee approved the amendment. The committee's clerk reported the vote as seven ayes, zero noes and one present; Chairlady Littleton's bill was passed on to the full State and Local Committee for further consideration.
