Clay County commissioners opened a public hearing on a proposed ordinance to impose a county gross receipts tax and a use tax but agreed to delay formal action after staff raised notice concerns.
A staff member who reviewed the published notice told the board that, while the notice likely complied with state statute, "it was unintentionally omitted the location, the time of this hearing," and recommended tabling "out of an abundance of transparency." Commissioner (speaker 3) said tabling would allow members of the public who saw the calendar to comment in person. "So I moved to table this till the next meeting," the commissioner said; the motion passed on a voice vote. The board then set the first reading for Aug. 18 at 9 a.m. and a second reading, if needed, for Aug. 25.
The staff member also explained timing constraints for implementation if the ordinance ultimately passes, saying the Department of Revenue requires a roughly 90-day notification window and noting that delaying further could compress the schedule ahead of a Jan. 1 effective date. The board balanced that timing against transparency and chose to give additional notice by tabling and rescheduling the formal readings.
Next steps: the item is scheduled for a first reading on Aug. 18 at 9 a.m.; the board said it would accept public comment at that meeting and proceed to a second reading on Aug. 25 if the ordinance moves forward.
