Changes to Alcoholic Beverage Commission funding and conflict rules advance after amendment

Chairman Eldridge presented House Bill 19-87 and an accompanying amendment that the committee placed on the bill. The bill's first section would free up money currently held in a server permit application process (the sponsor said the funds have been used for computer systems and IT) and redirect it to support general operations and public-safety functions. The sponsor also explained language clarifying that ABC employees may hold passive investments through pension funds or 401(k) plans without violating the statute.
Members agreed to add amendment 013324 and voted to advance the amended bill. The sponsor described additions that would treat golf courses like other entertainment venues for alcohol sales and said the changes aim to even the regulatory playing field. The committee recorded the vote to move the measure to full committee.
