Board members debate data reporting, off-campus discipline and student-board role in expulsions

The meeting also addressed off-campus conduct: HR director said the new policy allows off-campus behavior to result in discipline when it disrupts district programs or as otherwise prohibited by law; Sam Black quipped this could bring events such as the Antelope Valley Fair into the district's jurisdiction, saying, "So something under the Antelope Valley Fair and Alfalfa Festival could somehow affect our campus."
Members raised concern about the provision that, "on a case by case basis," a student board member may make restorative justice recommendations related to expulsions under bylaw 9.1.50. Several members said the meaning of "case by case" needs clarification and cautioned about putting responsibility on a student representative. No formal action was taken; staff will clarify drafting and reporting expectations.
