Benicia council adopts code changes to implement Measure F, 0.5¢ local tax to start April 1, 2025

The Benicia City Council voted unanimously Dec. 3 to amend Chapter 3.22 of the municipal code to implement Measure F, the voter-approved 0.5¢ local transactions-and-use tax. City Manager Giuliani told the council the change will bring the city’s combined locally controlled sales and use tax rate to 2.25% and that Measure F collections will begin on April 1, 2025.
"The item before you tonight is to reflect the change with Measure F, which will go into effect, and the tax will be collected beginning 04/01/2025," Giuliani said. After no public comment, the council moved to approve the municipal-code change and authorized staff to complete the agreements necessary for collection. The roll-call vote recorded affirmative votes from all members present.
The council also voted to authorize the city manager to execute agreements with the California Department of Tax and Fee Administration (CDTFA) to implement the new tax and to approve a consulting agreement with HDL for tax-revenue forecasting and data review.
