Public commenter urges commissioners to resist 'public-private' districts and '15-minute city' concepts

During the public-comment period, Deanna Hardy of the Box Elder Committee of Liberty addressed the commission about alleged threats from public-private entities and what she described as unconstitutional '15-minute cities' or development authorities. Hardy said she provided the commission and Brigham City with a document titled "Action, Utah legislature changing our form of government" and a declaration she said was authored by Enoch Moore of Defending Utah.
Hardy told commissioners the declarations argue that quasi-government corporations could exercise government power while being unaccountable, and she urged local officials and citizens to "be the guardians and protectors of our liberty." She also suggested the sheriff has authority to stand against districts created in conflict with the law. "It is the very definition of fascism, mixing public and private jurisdictions together in the same contradictory entity," Hardy said. The commission accepted the comment under the rules and did not engage in back-and-forth dialogue.
