Commissioners discussed concerns about administrative cost shifts and continuity of services; proponents said the model should reduce duplicated referrals and improve continuity for people with dual diagnoses. A motion to approve the plan passed on a voice vote.
The plan would require changes to the existing interlocal agreement and additional contract language; Mathis said revised interlocal documents would return to the commission for review. Trevor Cook, executive director at Bear River Mental Health, was identified in the presentation as the contracting partner who would oversee the capitated substance‑use and mental‑health services if the county proceeds. The commission instructed staff to forward the interlocal revisions to the county attorney's office for vetting before final contract execution.
