Box Elder Committee of Liberty tells RDA board the program violates the Utah Constitution

During the public hearing on the tentative 2026 RDA budget, a speaker identifying herself as Diana Hardy, representing the Box Elder Committee of Liberty, urged commissioners to oppose the redevelopment program and municipal taxation used to fund it. "We do oppose the redevelopment program because it is violating our Utah constitution, article 12, section 20," Hardy said.
Hardy criticized what she described as special favors to large businesses, naming Walmart and Procter and Gamble as examples, and referenced a 2016 municipal tax vote she said was enacted against the peoples will. The board closed the public hearing after Hardys remarks and recorded no formal staff response during the meeting.
