Auditor outlines cuts and options for RDA fund balances, including affordable housing

Shirley Larson, the agency auditor, presented the Redevelopment Agencys tentative 2026 budget and said administrative spending would be reduced by cutting professional and technical services. "We've decreased the number of, professional tech that we're using, and so, that number is lowered," Larson said during her presentation.
Larson explained the ACK Park RDA completed in 2021 but still holds tax-increment funds; she proposed budgeting to zero out that balance and suggested affordable housing as a potential use. She also said the Plymouth RDA fund balance is growing following the expiration of developer incentives and that funds could be used for roads or supplies in the project area.
