Council hires contractor for 123 Grand Ave. cleanup, pauses abatement at 202 Kelso

The city attorney advised the council that "until a registered owner of the property is confirmed, it would be very difficult to abate the property," a legal constraint the council cited when pausing action on 202 Kelso. The council left the case open for future action pending resolution of ownership.
