Electric City cancels CenturyWest contract for Waterfront Trail amid rising costs

The Electric City Council on July 8 voted to terminate the Waterfront Trail contract with engineering firm CenturyWest and direct the city's current engineer, TD&H Engineering, to analyze cost, timeline and feasibility for the lakeside pathway.
Council was told CenturyWest has done no work on the project since 2022 and provided a new construction-through-completion estimate of $1,318,251.65, with the city's share estimated at $445,842. The firm also proposed an additional geotechnical investigation fee of $55,908.35 on top of prior engineering expenses of $83,953.56.
Mayor Diane Kohout presented the updated figures and the council moved (M/S Gilbert/Martin) to cancel the CenturyWest contract and transfer evaluation duties to TD&H Engineering. The motion carried with one recorded no vote from Councilmember Don Redfield.
Councilmembers cited escalating costs and a long pause in CenturyWest's work as reasons to seek a fresh feasibility analysis. The next step is for TD&H to provide a written cost and timeline analysis; council did not set a public deadline for that report.
