County surveyor urges clarity on dedications and parcel-map streamlining

During the public-comment period on the Title 16 update, Chris Ferrucci — speaking as both a Solano County surveyor and a Benicia resident — commended staff for the ordinance rewrite but urged the commission to revisit the draft table (table J) that allocates review and decision authority. Ferrucci said the table could be interpreted to allow the city engineer to accept dedications made by map without City Council review, and that "to me, as a citizen, that's concerning."
Ferrucci recommended keeping the tentative parcel map process as the default rather than automatically consolidating parcel maps into a single step, arguing that tentative maps reveal sewer, easement and other constraints that may not be exposed during technical review. Staff and the commission discussed the Map Act and whether the council can delegate acceptance of dedications to staff; counsel and staff clarified the Map Act allows delegation but agreed the table language could be clarified. The commission asked staff to review formatting and clarify when council review is required, and to consider Ferrucci's suggestion that applicants be required to request streamlining rather than having it be automatic.
