Resident asks county to surplus tiny tax-sale parcel to resolve private egress issue

During discussion of a parcel identified in county records, resident Daniel D. Carter told commissioners he wants the county to initiate a surplus-disposal process so he can purchase a narrow strip of county-owned land that would provide egress to his property.
Carter described a long-running access problem in which a neighbor has blocked passage, and he asked that the county assessor set a value and that the county take the parcel through its surplus-disposal policy. "I'd like to request the property to go through a surplus disposal process and the Box Elder County Assessor Office to make this value assessment," Carter told the commission.
County staff (Scott Lyons) explained how the county handles surplus property: the commission must first determine whether to surplus the parcel and then choose a valuation method — sealed competitive bid, public auction, independent appraiser, the assessor's office, or professional valuation services. He said the parcel appears to be about 0.05 acres, roughly 2,300–2,400 square feet, and recommended coordinating with Perry City to confirm the purchase would meet the city's egress/land-use requirements before moving to valuation or sale.
Commissioners asked staff to work with the Carters and with Perry City to determine feasibility and to return to the board with recommendation on the surplus process.
